UW-Madison's Hillman quoted in Chronicle article on student loans

UW-Madison's Nicholas Hillman was featured in an article from the Chronicle of Higher Education headlined, "What if the Treasury Dept. Handled Student Loans?"

The article tackles the long-debated idea of moving student aid out of the Education Department and into the Treasury Department. Many people are concerned that the move would be harmful to borrowers, especially because there is nothing in the Treasury's mission statement about protecting access to higher education. 

However, keeping the system the same is also problematic. Hillman says that a complete switch to automatic enrollment in income-driven repayment plans is not enough to lessen defaults. 

"The argument is that for income-driven repayment to truly work, you have to have it talking to the tax system somehow," Hillman told the Chronicle.

Hillman is an associate professor with the School of Education's Department of Educational Leadership and Policy Analysis who researches higher education finance and policy. He also is a Wisconsin Center for the Advancement of Postsecondary Education faculty affiliate.
